| מפגש שלישי בין ישראל לארה"ב בנושא
פיקוח על ייצוא גרעיני התקיים בישראל ב-19-20/01/05.
המפגש הובל ע"י נציגי הוא"א ומשרד האנרגיה
האמריקאי ולקחו בו חלק נציגים ממשרדי הממשלה הנוגעים
לתחום הפיקוח על הייצוא : משרד התעשייה, המסחר והתעסוקה,
משרד הביטחון, משרד החוץ והמכס. המפגש היה חלק מדיאלוג
מתמשך במסגרת מכתב ההבנות בין הועדה לאנרגיה אטומית
(הוא"א) לבין משרד האנרגיה האמריקאי. המפגש הנוכחי עסק ביישום הפיקוח על ייצוא בהתאם לצו הפיקוח על יצוא פריטים גרעיניים, כימיים וביולוגיים שאומץ ביולי 2004, ובדגש למתן רישיונות ייצוא, החלת הפיקוח על הייצוא על התעשייה ועל מוסדות מדעיים, וכן על אמצעים לאכיפת הצו. הצדדים גם החליפו דעות על יוזמות והתפתחויות בינלאומיות בתחום הפיקוח על הייצוא. הוא"א ומשרד האנרגיה האמריקאי הסכימו על המשך שיתוף הפעולה במטרה לקדם פיקוח על ייצוא בתחומי הגרעין וכן במטרה לסייע באכיפת הצו. |
| Israel and the US continue cooperation on nuclear export controls |
| The third Israel-US
technical exchange on nuclear export controls took
place in Israel on January 19-20, 2005. This meeting
was a part of the ongoing dialogue on issues of mutual
interest conducted under the Letter of Intent (LOI)
between the Israel Atomic Energy Commission (IAEC)
and the US Department of Energy (DOE). The last meeting focused on the implementation of nuclear export controls, and specifically on the issues of license review practices, compliance by industry and scientific institutes, and commodity identification training to aid enforcement. In July 2004 Israel has put in place an Export Control Order pertaining to nuclear, chemical and biological items. The IAEC and the DOE have agreed to continue their cooperation in order to promote the implementation of nuclear export controls and to assist in developing the necessary implementation and enforcement tools. During the meeting the sides have also exchanged views on international initiatives and developments in the area of export controls. |
