Following is a lecture presented by the
Director-General of the IAEA, Mr. Gideon Frank, to the 4th international convention
on Safeguards, held in Vienna in 2001.
The subject of the lecture is "IAEA Safeguards", which is a central element
of the global nuclear non-proliferatioin regime.
The lecture discusses the efficacy of the IAEA Safeguards regime.
The lecture analyzes three factors that affect the IAEA's Safeguards regime ability
to notify on breaches of international obligations in the field of non-proliferation,
and to deter potential violators:
- Discovering non-compliance
- Reporting
- Enforcement The lecture highlights that the efficiency of the IAEA's Safeguards
regime depends upon states' political commitment under Safeguards, and on their
readiness to honor their commitments.
